MAJOR ACADEMIC AND PROFESSIONAL ACHIEVEMENTS

Academic:

2004: Prepared the first objective comprehensive examination questions on organizational theory and behavior, Graduate School of Economics and Management Sciences, Inter American University of Puerto Rico, Metropolitan Campus, English Trimester Program.

2003: Prepared several Dual Language Instructional Modules for the Ana G. Mendez(AGMUS) School of Professional Studies, for the launching of the Orlando, Florida, USA operation. Participated in the evaluation and selection of the first group of Hispanic Instructors for the new venture.

2002: Directed, assembled and edited, as the appointed Committee Chair, the Self-Study Report on the evaluation of the first Online MBA Program for the Inter American University of Puerto Rico, Graduate School Management & Economic Sciences, English Trimester Program, for Middle States Association accreditation purposes.

2000: Designed the first online course on e-commerce for the Puerto Rico Small
Business Development Center at the Inter American University of Puerto Rico.

1997: Pioneered on 1997, in conjunction with a selected team of academic faculty, andinstructional technologists, the design and implementation of distance education modality courses at the Inter American University of Puerto Rico, Metropolitan Campus.

Professional:

1999: Reorganized the Accounting Office of the Ana G. Mendez University System, an international non-profit higher education conglomerate of three universities and a public television station. The project included the redesign of a new Cash Management & Overnight Investment System, the restructuring of a 14 staff member functions, and the installation of a new Intel-based computer network system, interconnecting online the institution with the US Department of Education and other federal government agencies, grantors, and the commercial banking system. A group intervention strategy to achieve change in behavioral attitudes, towards effective team work complemented the project, which was completed in an 18 month period.

1996: Implemented a Human Resource Management System and Operations Manual for a furniture manufacturing and retail operation in a one year period that resulted in a reduction of annual General & Administrative Expenses of 46%.

1993: Passed in full satisfaction and no exceptions nor deviations, as the Controller and Practice Director of an SBA 8(a) Program for a federal government contractor, a close-out audit performed by the United States Defense Contract Audit Agency (DCAA), executed on a five year Cooperative Award Agreement, that provided Management & Technical Assistance Services to Disadvantaged Small Businesse in Puerto Rico. The total Award totaled $20 millions in expenditures. The audit related tasks covered the completion of a write-up of the accounting books and records needed to complete the intervention, completed in a six-month period.

1993: Reorganized the operations and management processes of a federal government contractor with 78 staff members, including the design and implementationof a project management performance system, by means of migrating from a manual system to a computerized Local Area Network, in a lapse of one year, resulting in an increase of a118% in the first year annual pretax income.

1988: Assisted the Commonwealth of Puerto Rico to delimit the definition of the concept of “State Property”, as originally stated in the Political Code of 1902. An Advanced Planning & Computer Information System Requirements Definition Report, for purposes of execution of a physical inventory of real property in all government agencies, departments and jurisdictions, was finally issued and approved.

1983: Completed a manufacturing analysis, design and implementation of a Cost & Managerial Accounting System for a shoe manufacturing operation of 69 line employees, reducing raw material scrap and waste, direct labor and overhead costs by a 39%, in a lapse of 9 months.

1982: Organized the Business Consulting Division for a local firm of Certified Public Accountants in a one year period, to primarily engage in the preparation of small business loan packaging, debt restructuring, and business reorganization services. Total revenues form the new source accounted for 30% of total.

2004 -2006: Invited lecturer before the Annual Educational Congress of the Ana G.Mendez University System.

2006: Founding member of the Hispanic Business Development Network, a non-profit association.

1996 -2006: Appointed writer, editor, and grader for the Masters of Business Administration Comprehensive Examination questions on Organizational Theory & Behavior, Graduate School of Economics and Management Sciences, Inter American University of Puerto Rico, Metropolitan Campus, English Trimester Program.

2009: Founding member of Sinéctica Consultiva, a non-profit organization.

2005 - 2008: Recipient of a Recognition Resolution from the Office of the President of the Commonwealth of Puerto Rico Senate, for active participation as a Panelist at the First & Second Puerto Rico Consumer Congress.

2006: Recipient of a Grant Award from the United States Hispanic Chamber of Commerce, to participate in the 14th Annual USHCC Legislative Conference at Washington DC.

2006: Appointed member of the Hispanic Entrepreneurs Task Force Coalition Broad Band Everywhere , to advise lawmakers on the importance of public policies that will ensure that broadband and video technologies are deployed quickly and fairly among Hispanic communities.

2005: Founding member of the Hispanic Business Development Network, an economic, social and community development not-for-profit organization.

1993: Recipient of the Distinguished Information Sciences Award – Service Sector, from the Puerto Rico Chapter of the Association of Information Technology Professionals (formerly the Data Processing Management Association).

1988 - Present: Guest Lecturer before the Puerto Rico Community Action Association, the U.S. Small Business Administration, the Economic Development Bank for Puerto Rico, and contributing journalist for the “Revista Comercio y Produccion” of the PRCC.
